What is government? Definition and Explanation (Second Paper, Section Officer)

सरकार राज्यका सम्पूर्ण मामिलाहरुलाई सुसञ्चा लन गर्न तयार पारिएको संरचनात्मक र संस्थागत यवस्थालाई सरकार भनिन्छ । सामान्य बोलिचालीमा राज्यको कार्यकारिणी अधिकार सहितको मन्त्रिपरिषद्ला्ई सरकारका रुपमा बुझ्ने गरिएको भएतापनि विस्तृत रुपमा यसले शासन सञ्चाकलन गर्ने राज्यका अंगहरु – कार्यपालिका¸ व्य वस्थापिका एवं न्यायपालिकाको समस्टिगत रुपलाई जनाउँदछ । सरकार राज्यका इच्छाहरुको तर्जुमा¸ अभिव्यक्ति तथा कार्यान्वयन गर्ने संरचनाहरुको रुपमा स्वीकारिन्छ । त्यसैले Government is the legitimate institution through which the will of the state is formulated, expressed and materialized. सरकारले आफ्नोf क्षेत्रभित्र नियन्त्रण र निर्देशन सहित शासन सत्ता संचालन गर्नुपर्ने हुन्छ । लोकतान्त्रिक सरकारहरुले शासन सत्ता Rule of Law का आधारमा सञ्चासलन गर्छन् भने तानाशाही सरकारहरुले स्वेच्छाचारी ढंगमा शासन सञ्चाuलन गर्दछन् । विभिन्न आधारहरुमा सरकारका भिन्न भिन्न स्वरुपहरु पाउन सकिन्छ । सरकार प्रमुखका आधारमा गणतान्त्रिक¸ राजतन्त्रात्मक र साम्यवदी सरकारहरु पाउन सकिन्छ । आर्थिक आधारमा खुल्ला तथा बन्द सरकार¸ गठन प्रकृयाका आधारमा संसदीय तथा राष्टपतीय सरकार¸ संघियताका आधारमा एकात्मक तथा संघात्मक सरकार¸ लोकतान्त्रिक आधारमा सरकारहरु निरङ्कुश तथा प्रजातान्त्रिक सरकार तथा तहगत आधारमा सरकारहरु केन्द्रीय¸ प्रादेशिक र स्थानीय सरकारहरु हुन सक्छन् ।
